Add Past Chairman without profile to Hall of Fame

Make it possible to add a Past Chairman to the Hall of Fame list without the need to create a profile and go through the functions.

We have National Presidents that are from defunct clubs never added to TW so i would need to create them as profiles under RT Italy. I have also no additional data like date of birth, for some if they are deceased and if so, when you create a profile its empty anyway.

Same goes for club level, just adding the names without the need to create additional profiles also lowers the barrier for the clubs to complete the information on TW
